RENTRI: the new waste tracking system mandatory from February 13th

February 13, 2025 marks the entry into force of the National Electronic Register on Waste Traceability (RENTRI), a digital system designed to improve waste management and monitoring in Italy. This new tool aims to ensure greater transparency and control along the entire waste supply chain, effectively combating illegal practices and promoting more sustainable management.

What does RENTRI provide?

RENTRI introduces a digital system for waste traceability, replacing traditional paper registers with an online platform. Operators in the sector will have to use new models of loading and unloading registers and waste identification forms (FIR), available in both digital and paper formats. The FIR will be stamped digitally via the RENTRI portal, simplifying bureaucratic procedures and improving efficiency in data management.

What businesses should do

Companies involved in waste management must comply with the new RENTRI provisions. Starting from 13 February 2025, operators must:

  • Keep the loading and unloading register using the new models in digital or paper format, digitally stamped via the RENTRI portal.
  • Issue FIRs using the new model, ensuring they are digitally stamped.

The deadlines for registering for RENTRI vary based on the type and size of the business. For example, by February 13, 2025, the following must register:

  • Waste recovery and disposal plants.
  • Waste transporters and brokers.
  • Companies with more than 50 employees that produce hazardous waste or non-hazardous waste from industrial or artisanal processes.

Businesses with fewer employees or that produce specific types of waste have later registration deadlines.

Who is exempt from RENTRI

Some categories are exempt from the obligation to register with RENTRI. In particular:

  • Institutions and companies with a maximum of 10 employees that produce exclusively non-hazardous waste deriving from industrial or artisanal processes.
  • Initial producers of non-hazardous waste from agriculture, forestry, fisheries and water management activities.
  • Companies that collect and transport their own non-hazardous waste.

However, it is important that businesses carefully consider their position with respect to RENTRI obligations, as exemptions may vary based on specific operating conditions.

How much does it cost to register for RENTRI?

RENTRI membership costs vary based on the size and type of business. Fees are broken down as follows:

  • Companies or entities that treat or transport waste, intermediaries, consortia and companies with more than 50 employees that produce waste: 100 euros for the first year, 60 euros for subsequent years.
  • Businesses with fewer than 50 employees: variable rates between 15 and 50 euros for the first year, and between 10 and 30 euros for subsequent years, depending on the size of the business.

In addition to these fees, there is a secretarial fee of 10 euros per local unit.

In conclusion, the implementation of RENTRI represents a significant step towards a more efficient and transparent management of waste in Italy. Companies are required to adapt to the new regulations, carefully evaluating their obligations and the timeframes for registration, in order to ensure a smooth transition to the new system.
